摘要(Abstract)：

俄乌冲突已然成为全球AI前沿技术的“超级实验室”,极大地突破了法律和伦理的制约与边界。美国及其联合成立的北约组织借助算力、算法、数据和平台的强大智能优势，发动了强大的算法认知战，极大地改变了俄乌冲突双方的态势，新型的战争形态浮出水面。算法认知战基于全球一体化的网络空间，突破地域边界，形成全球性作战和动员能力，凸显了数字时代战争形态和规则的颠覆性变革。算法认知战具备能够超越国界，只需装备、技术、数据和情报等投入，深度策动并参与战争，威力大、效果好、成本低和几乎免除了战争的各种直接风险等特征，必将成为未来人工智能军备竞赛的重中之重。俄乌冲突昭示着AI技术的“科林格里奇困境”已经全面到来，算法认知战则成为首先挑战AI规范和伦理的行为，是对人工智能最危险的滥用之一。
