2009—2010台湾H1N1疫苗施打争议事件解析——和解权变理论的观点Analysis of the H1N1 Vaccine Inoculation Crisis in Taiwan(2009-2010):From the Perspectives of Contingency Theory of Accommodation

摘要(Abstract)：
本研究以台湾2009—2010年H1N1疫苗施打发生的危机事件作为研究案例,援引G.T.Cameron等学者提出的"和解权变理论"为分析架构,针对"疾管局"的疫苗政策,进行危机应对方式的研究。研究发现,"疾管局"在这次危机事件当中,回应外界的立场会随着"疾管局"外部因素的不同而有所变化,基本上是采取弹性程度而非僵化的回应。其次,"疾管局"于这次危机中最常遇到的情境为"威胁",整体立场虽为"妥协与协商",但"拥护政策"的立场比例极高,说明"疾管局"即使立场弹性,但面对外界时仍会以拥护自身或是疫苗作为应对的基本立场,此种态度也说明了"疾管局"在疫苗政策上的主动与强硬。
