网络空间秩序转型的国际制度基础The Foundation of International Institutions of Cyberspace Order Transformation

摘要(Abstract)：
重塑网络空间国际秩序是全球网络政治时代的核心议题。国际制度是国际秩序的主要组成要素,制度变迁反映了国际秩序的转型。现有网络空间秩序是互联网规范的演进产物,是国际制度扩散的客观体现,是国际法地位提升的重要领域。文章阐述了国际制度在原则规范、组织机构和法律条约层面的内涵,指出在网络空间秩序转型的关键时期,既有制度改革和新制度创建日益发挥重要作用,同时,美欧阵营与新兴阵营存在着严重的制度对立。中国需要积极发挥自身作用,推动建立新型互联网治理体系。
