借船出海:中国媒体“走出去”战略背后的公共话语Slow Boat from China:Public Discourses behind the “Going Global” Media Policy

摘要(Abstract):
中国希望通过其媒体"走出去"战略实现什么样的目的和使命?该战略在道德和知识层面的合理解释是什么?在当前中国"走出去"政策的审议过程中,有过哪些重要的建议?此外,这些建议与中国以往的政策相比,是在多大程度上的一种延续或是背离?本文通过对一系列政策声明以及发表于中国的学术研究成果进行分析,就以上问题进行探究。首先,笔者对中国公共外交政策的衍变程度加以研判,并着重关注其随时间发生的延续及流变过程。中国正通过媒体扩张以提升其全球形象,笔者对在此过程中曾被提出的一些重要建议予以概括。此外,中国在实施媒体扩张的过程中采取了多种方式来调用不同道德和知识资源,以对其媒体的全球化举措提供驱动力与合法性解释,文章的最后部分对这些资源的调动方式加以详述。
